WAI-YAN reports to the emperor that an overdose of pipefish is found in the tonic soup. On the other hand, CHI-SING discovers that somebody has put poison into the tonic soup before it is delivered to the emperor. CHI-SING says that the empress' relatives have been corrupting while building the dam. The emperor is enraged and he wants to divorce the empress.
