Bakery employee Chen Hue is a gambling addict. One day, while his Uncle Chen Kuei happens to be out, he sneaks into a gambling house to gamble. Finding Chen Kuei greatly humiliated on his errand, he storms the establishment, resulting in Chen being fired. Then He brags about supporting his Uncle for the rest of his life.

One night, while Chen Hue and Ma Yung are loitering along the harbor, they discover Chi and his company engaged in smuggling tobacco. Recklessly impulsive, Chen Hua even lays hands on the contraband.

Chen Hue and Ma Yung are caught while in the act of stealing the tobacco. They escape and are pursued. The two are rescued by Wang Chi-ming and they become close friends to form a triumvirate.
