Larai Sarkar declares her takeover of Jhansi. Ghaus Khan and Tatya Tope see a pro-Larai Sarkar Nana Saheb censuring Laxmi Bai. Amidst insinuations that Laxmi Bai killed her son and husband for power, she berates India's rulers' treachery. Nelson sarcastically lauds Laxmi Bai's nationalism. In Modh, Larai Sarkar informs Nelson that Hamilton had betrayed her state. Nelson assures her that a treaty will gift her Jhansi's administrative control. Tatya Tope and Ghaus Khan vow to free Laxmi Bai.
