On their way to school, Nate and Malika run into Billy, the shepherd of the City in the Sky, who is looking for his herd of Nebulons. These funny, cloudy sheep are the main source of water in the city, so he needs to bring them back as soon as possible - but Billy is captured by Carla, a bad cowgirl!
