Buffa has been crowned the Jyama Shin, and the world has been reset. Though Ace and Keiwa's whereabouts remain unknown, Neon, whose memories have been rewritten, lives the rest of her peaceful days as the daughter of the Kurama family.
On the other hand, Chirami, who wishes to restart the Desire Grand Prix, dispatches a new Kamen Rider to reclaim the Vision Drivers. Michinaga, who detected the appearance of this new Kamen Rider, summons his newfound power to "crush all the Kamen Riders."
