Simon forces Sweet Polly Purebred to broadcast an ultimatum to the city. When Underdog comes to save the day, Simon uses his snow ray on him; Underdog has been frozen by Simon's snow ray, and Simon holds the city in terror. General Nuisance visits the fort and threatens to transfer the Colonel because of his failure to capture the Indian Gophers.
